The records · the MLGW essay
Every record behind the MLGW essay
These are the records the essay on what MLGW's Doug McGowen told the Memphis City Council on September 1st, 2026 is built on. The main record is the council's own recording, linked below with the timestamps. TVA's board records are hosted here exactly as TVA published them. News stories are linked to the outlet that owns them. Every number in the essay is either something he said on that recording or something in one of these documents.

The full records
Planning and Zoning Committee, September 1st, 2026, the council's own stream
MLGW President and CEO Doug McGowen speaks from about 5:29:30 to 5:51:10 into the stream, at Councilman Ford's request. Council attorney Allan Wade at 5:54:03. Every quote in the essay is from this recording.
Resolution and memorandum, Exhibit 11/07/24G: 150 MW of firm power for CTC Property LLC (xAI)
The board's approval of the first 150 megawatts for the MLGW customer at the former Electrolux site, "contingent on the new customer's agreement to certain demand response terms." The memo behind it describes the site in August 2024 as running on "limited MLGW power and xAI gas turbines." Three pages, as TVA published them.
Resolution, power availability: an expansion greater than 100 MW for an MLGW end-use customer
One page. It approves "the power arrangement described in the Confidential Memorandum" of January 26, 2026, Exhibit 02/11/26E, and does not name the customer. That memorandum is requested under FOIA FR_0253_26.
Resolution and memorandum, Exhibit 08/20/2026L: the data center rate class and the Capacity Commitment Charge
Nineteen pages. The new Large Data Service Rates, the Capacity Commitment Charge of $1.521 million per MW for the first cohort, the "Existing" load cutoffs of June 1, 2026 and October 1, 2026, the end of manufacturing-rate eligibility for data centers, and TVA's own estimate of "an approximate 2% non-fuel rate increase to all ratepayers" for every 1,000 MW of data center load without the charge. Effective on wholesale meter readings from October 2, 2026.
Resolution, power availability: a new directly served customer greater than 100 MW
One page. A customer TVA will serve directly, with no distributor in between, "taking initial power as early as November 2026," on a confidential memorandum of July 22, 2026, Exhibit 08/20/2026P. The customer is not named. The same day the Daily Memphian reported that SpaceX's AI division had asked TVA to supply the Colossus II campus directly; the two are not tied together by any record here.
Resolution requesting a status update from TVA and MLGW on connecting xAI to the grid
Sponsored by Commissioner Erika Sugarmon. It asks TVA, the City of Memphis and MLGW for an update by June 1, 2025 on "the remaining steps and time necessary to connect xAI to the local utility grid, thus ending all need for temporary gas turbines." Passed 8 to 1 on May 5, 2025. A request, not an order.
Bow Echo Storm Restoration Updates, August 23 to 28, 2026
MLGW's own notices: a bow echo with straight-line winds of more than 70 mph, more than 140,000 customers affected, more than a quarter of everyone MLGW serves, and full restoration by August 28. No notice mentions xAI or data centers.

Four to MLGW, two to TVA, all still open
Filed July 22 to 29, 2026: MLGW's correspondence and billing, the interconnection and export configuration, the water contracts and consumption, and how signature authority is verified. Each drew a holding reply and no records. The TVA request for the Colossus power contract and the confidential memoranda is due about October 1. Dates and status for every request are on the board.
